The Ukrainian Processing Center (UPC) has received confirmation of its status as an important technological operator of payment services from the National Bank of Ukraine (NBU). This decision was approved based on the results of monitoring Ukraine’s payment infrastructure in 2025.
The NBU classifies payment infrastructure entities by importance categories in accordance with international practice to strengthen oversight of their reliability. Important entities are subject to increased requirements regarding operational continuity, management and organizational processes, and risk‑management systems. UPC fully complies with all these requirements. One indication of this is the fact that in 2025, UPC services were available 99.99% of the time.
According to the regulator, the criteria for determining the importance of payment infrastructure entities — established by Resolution No. 187 of the NBU Board dated August 24, 2022 (with amendments introduced by Resolution No. 16 dated February 11, 2025) — include transaction volumes and the types of services they provide.
UPC is a leading player in Ukraine’s payment market: it processes 13.5 million cards, supports acquiring services for 55.1 thousand POS terminals and over 2 thousand ATMs. In 2025, UPC processed 2.3 billion transactions, and every third Ukrainian bank uses its services. The company was the first in Ukraine to receive official status as an Open Banking provider.
