Thanks to the prompt integration of solutions for government programs in the Ukrainian Processing Center (UPC) systems, holders of Diia.Cards issued by banks that are UPC clients can receive aid of 2000 UAH for preventive check-ups and tests under the new "National Health Screening 40+" program. Launched at the beginning of 2026, this program complements other government aid initiatives such as "Winter Support" and "National Cashback," which UPC also helped implement.

Funds under the "National Health Screening 40+" program are credited to a special payment Diia.Card. This innovative financial tool, created by the Diia project team and the Ministry of Digital Transformation of Ukraine, simplifies the process of receiving state financial aid. The card is issued as a standard bank card linked to a current account(s) with a special usage regime ensuring targeted spending according to the specific government program’s conditions.

For UPC client banks supporting the Diia.Card, full functionality is provided for Diia.Card configuration both in the authorization system and in the IS-Card payment card issuance system. Transaction processing is also implemented in accordance with government program requirements. Additionally, the IS-Card system offers a user-friendly interface for bank customers to easily track payment history and manage their accounts.

“The implementation of these programs required significant reconfiguration of processing systems and workflows. This involved developing new algorithms to determine the cardholder’s country of residence, consider purchase amounts in certain retail establishments, and ensure that special types of government financial support are spent only for their intended purposes. We are proud that UPC has contributed to government aid programs for Ukrainians. These programs are a vivid example of how fintech solutions help the Ukrainian government support citizens through tough times and bolster the domestic economy,” said Anton Romanchuk, CEO of UPC.

The "National Health Screening 40+" program, launched in 2026, allows Ukrainians aged 40 and over to undergo free preventive check-ups and tests. Registration is done via the Diia app, through which citizens receive an invitation on the 30th day after their birthday. The funds—2000 UAH—are credited to the Diia.Card within 7 days. After receiving the funds, participants should schedule a screening at one of the program’s participating medical institutions (both public and private). The program includes a questionnaire, blood pressure and BMI measurements, assessment of cardiovascular disease, diabetes, and mental health risks, as well as blood tests and ECG.
